The Attleborough and Snetterton Heath Area Action Plan (ASHAAP)
will be used to provide a clear framework for the development of Attleborough
and Snetterton Heath to make sure growth is delivered in a planned and
sustainable way.
Key background facts
Residential growth in Attleborough will be directed to the south of the A11 in order to direct development away from areas at risk from flooding and prevent this growth impacting on the more sensitive landscape to the north of the A11.

to Attleborough.

New Housing Travellers Site Employment Transport Education Health Open Space
As described above, it has been decided that enough land to build 4000 new homes
by 2026 should be found and prepared for building on around the Attleborough
area. 4 areas have been chosen as possible sites.
A. Land immediately south, east and west of Buckenham Road. Nearby facilities
would include Railway Station, existing employment sites and has no
environmental constraints. However, it may be constrained by the location of a
new distributor road, setting of listed buildings at Besthorpe and BUrgh Common,
inadequate waste water network and could be subject to flood risk
B. Land to the southwest of Attleborough. This site has no environmental constraints and has adequate waste water and water infrastructure. However, not all of the site has been put up for offer by the landowner and has flood risk and will effect the rural environment of Hargham Road and Leys Lane
C. Land at London Road is well placed in relation to existing housing and jobs and has adequate waste water and water infrastructure. However, this site may be constrained by deliverability, noise from the A11 and has the potential for the loss of employment land.
D. Land at Besthorpe and Burgh Common. Well related to the town centre and the A11. However, it would affect the County Wildlife Site at Burgh Common and has inadequate waste waer and water infrastructure. It would also require major highways and junction improvements.
The travelling community has identified that the A11 and the areas surrounding it is a regular location for encampments. It is believed that a permanent site around Attleborough could provide a sustainable location. The site would hold 15 pitches and could be located on land to either the north of the A11 or the south of the A11

The plan needs to
allocate land for the development of 10 hectares of new employment land.
Businesses have advised that access to the A11 is paramount and this has been
reflected in the areas identified.
The areas are as follows:
1. Land north of the A11
2. Land near Workhouse Common, West Carr Road
3. Land between the A11 and Norwich Road, north of Hillsend Lane
4. Land south of Hillsend
5. Land south of Haverscroft Industrial Estate
6. Land south of Attleborough between A11 and Norwich Road

The scheme will look
to provide up to 1,265m2 net comparison floor space (clothing, shoes
and consumer electrics) and 1058-1218m2 net convenience floor space
by 2021. (to give you an idea of floor space, Sainsburys is 1400m2
net)
If the additional retail floor space provided in Attleborough town centre, this
would strengthen the retail offer by improving the range and quality of goods
available and may limit the loss of retail expenditure to other centres outside
Breckland. This approach may involve redeveloping sites close to the town centre
into retail use such as the former Gaymer's site.
Part of the former Gaymer's site has been reused by Banham Poultry which is a major employer in the town. If Banham Poultry were to be relocated, the site could be retained for employment use. However, given its proximity to the town centre, the railway station and residential areas and the need for additional retail space and further housing, it may be more appropriate to reallocate the site for other uses.
The Hamilton Acorn
Brush Factory on Halford Road occupies 2¼
hectares close to the town centre. The council is considering whether there are
alternative uses for the site. However, the site i sill occupied by the
company.
If the site were to become availavble, three options have been suggested for its
future use.
1. Residential and open space
2. Business starter units and open space
3. New surface carpark for the town centre and residential development.

Increased provision will be required in both primary and secondary education to support the projected increases in population. Such provisions are likely to include the expansion of the existing High School and the development of at least two new primary schools close to where the development is to happen.
Norfolk County Council is considering the relocation of Chapel Road Special Needs School as it is currently not fit for purpose and there is no room for expansion
There are currently significant
pressures on health and social facilities in Attleborough and it is important to
provide for new and improved facilities to meet the needs of current and future
population. The key health requirements for Attleborough are:
1. 5 additional GPs by 2026
2. 4 Additional Dentists by 2026
3. Combined provision through a new or expanded Primary Care Centre
Attleborough has a significant
shortfall in the amount of open space; in particular of outdoor sports fields
and childrens play space.
There is also a shortfall of natural or semi natural green space. New locations
for open space are set out below.
1. Land south of Norwich Road at the junction with New Road
2. Land north of the A11
3. Land north of the A11
4. Land north of the B1077and south of the A11
5. Land at Leys Lane and Slough Lane
6. Land south and east of Attleborough known as Burgh Common
